Storage tile does not allow being set/toggled while rocket is "Grounded"

Dupes refuse to set Storage Tile to any materials while the rocket that contains the Storage Tile is "Grounded".

EDIT: But regular storage allows being modified. Irregular behavior.

 

Steps to Reproduce

Build storage tile in rocket.
Set it to "Grounded"
Try to order them to toggle it to a material.
