Trying to build a steam power plant, but because of the pressure above, the system was not working as I though.
So, I decided to block some of the inputs, and then discovered it was not allowed. 
But, after reloading my save, the steam turbine works properly.
Honestly, I think it should not be a bug.
The same way a telescope can work if some of the skyline is blocked, the steam turbine should still work with a part of its inputs blocked. But each blocked input will decrease it's efficiency by 20%. 
Steps to Reproduce
Build a steam power plant. Block all inputs of the turbine expect one (the turbine can't work). Save and reload the game (the turbine works anew)
