Steam turbines randomly move steam from their input tiles to their output tiles even when not running. When running, this happens in addition to the intended 10kg/s. Only happens with steam present on the output side.
Steps to Reproduce
Place steam of any temperature above and below a turbine. Place one segment of wire on the turbine's output. It will run for a fraction of a second and stop. Steam will then be periodically moved from below to above.
