Steel is also a solid that can be liquified, just as almost everything in this game, this doesn't mean that everything should be a "liquifiable", visco-gel simply belongs to late-game material and Klei decided it is a manufactured one.

The main difference between steel and visco-gel is thet the first one is produced in a solid state at ambiant temperature ... not the second one.

And also note that it's logic, because visco-gel is set as a liquid, and not  manufacture material.
