The slicksters on the crude oil can't move. There are currently around 30 slicksters on that tile (who I purposefully overcrowded to prevent population growth). I have also had a similar problem with slicksters hatching at the bottom of my crude oil lake and with the slicksters getting stuck when the crude oil rises to where they are.
Steps to Reproduce
Have the oil levels rise with slicksters in the area has caused a similar issue, but I think it is the small amount of crude oil on the surface layer.
