Shove voles will ignore critter feeders after few feedings. They can starve to death while passing a feeder.
Emptying and refilling the feeder works for a while.

Not sure, but it happens semi-reliably when refilling the feeder with an auto sweeper, voles have no source of food other than the feeder, and voles can't burrow anywhere.
