If you're in windowed mode and then go to the options menu to change back to fullscreen mode, then the selected resolution is 960 x 720. The resolution was at 1920 x 1080 while still windowed, so that isn't remembered, and also the log file always says "Desktop is 1920 x 1080", so the game could have the desktop resolution as the default selection, but doesn't.
Steps to Reproduce
1) Boot up Fedora 26. 2) Log in with KDE and the Plasma desktop. 3) Launch game from Steam. 4) Go to "Options > Graphics", select windowed mode, and exit out of Options. 5) Go back to "Options > Graphics".
