Saved template including a building includes cells twice

If you use the "Base and World Tools" to save a template, and the template includes a building, then each cell the building occupies will be represented twice in the YAML file.  For example, if you make a 2x2 template which contains the entirety of a non-buried ration-box, then the area will be listed a 8 rather than 4, and there will be eight elements to the "cells" list.

Steps to Reproduce
1) Start debug mode. 2) Select the 2x2 area of a ration box using "Base and World Tools". 3) Save it as a template. 4) Examine the resulting YAML file.
