Sandstone available, but cannot access or build with it

Steps to Reproduce
Just Started a New Games, Dupes should build a floor tile next to the ladder, I was looking somewhere else and found some building was unreachable, then I looked back and I found there is gap between the ladder and nothing new I could build even plenty of sand stone right next to them in the storage Compactor. But they could still build floor tiles planned before.

After you place tile or other building the game allocates resiurces for it. The resources in the storage compactor could be reserved for the other spots. 

Also right now the dupes cant reach the storage compactor and the tiles under toilets unless you have a second ladder on the right. There are 2 empty tiles between the ladder and tile under the storage compactor. Dupes can only jump one tile
