RWG, POIs potentials for overlap/over write

I have noticed that POI insertion is not bounds checking the external border of the map - I have had a couple half on half off POI insertions which exceed the world bounds and delete parts of the POI. 

I have also had a couple overlap or come very close to overlapping.


Steps to Reproduce
I've been generating an inordinate number of random worlds and have simply noticed this phenomenon. POIs get inserted, occasionally their footprint overlaps with that of another.
