Rocket is in space but is still on pad after loading

So I built a rocket and blasted off and eventually saved/shutdown.  When I loaded my game today, I noticed that the engine, and fuel tanks are sitting on the launch pad with everything else showing the metal frame which I expect.

Build rocket, blast off, save, load.

Cosmetic as I cannot click on the tanks.

However, when the rocket landed, the astronaut did not know what to do exactly.  He stayed up with the command capsule kind of stuck.  I just reloaded the prior day which had the rocket already landed and he knew how to go back to base this time.
