enable-disable doesn't fix this

I have to reload savegame.

build same setup like on screenshot/ load savegame and wait for the dust comet to land
Go to bugs

Know issue for a long time now sadly.

But you dont have to make a complete reload if this happens. If there is a block beneath the resistant block, dig that. The other block will fall down, and become accessible again.
