Reservior outputs become enabled when piping template added to input

Past behavior for reservoirs required a completed pipe segment at the input port before allowing fluids to be pumped through the output port.

Liquid and gas reservoirs can now begin pumping fluids from the output before the piping is built, at the time the player places the template at the input port.
