Reducing content limit of Steam Engine drops all content

Hi,

I was recently noticing that my steam rocket receives more fuel then necessary for its mission. When I was setting it from 900 to 700kg and the tank was at 706kg already, it dropped all the steam as a bottle. This is an unacceptable behavior. Expected behavior is, excess steam is dropped, or better, just no more steam can be added.
