After a building gets buried, the radiation blocking value of that tile is permanently set to be 80% of the radiation absorption factor of the element of the natural tile.
For example, cooling phosphorus into a natural tile of 1000 kg would have 49% radiation blocking, but if that tile contained a building, the radiation blocking displayed on both the tile and the building will show 60% (80% of phosphorus' 75% is 60%).
This happens both in sandbox and normal play.
It's not just with buildings... I had just loaded up my sandbox world and started placing some tiles and noticed the inconsistencies in radiation blocking. So there's something else that was here but invisible.
To illustrate: Each sandstone tile has 4000 kg. The sandstone on the left was left untouched and has 100% blocking. The tile in the center had a building placed in sandbox mode and now has 56%. The tile on the right had its building removed but stays at 56% until the game is reloaded.
Same happens in normal gameplay (e.g. with cooled liquid phosphorus).
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
