QOL3 Gases dont add up in pipes

If a bridge exit connects to a pipe that is alreay in use, but not full, the same gas wont add up to the smaller packets as before.

For example: a pump has a flow of packets, each only several milligrams. The bridge would fill up with 1000g packets. Expected behavior would be, the milligams would be filled up, until the max of 1000g is reached.  Current behavior: The pipe is considered "full", and the additional gas cant pass the bridge ouput.
