Puft fish gets stuck on ceiling tiles

It's a known (i think) pathing problem, the dude's path was already calculated to go where you built the tile, so now that the tile is there he just don't know what to do. Break the tile above him, or some tiles around him. Eventually he will go somewhere else, and you can rebuild the tiles.
