Production builds stop fabricating if building becomes unsupported

If a production building becomes unsupported and becomes re-supported, orders do not continue to be fabricated until manually tuning the orders.

Steps to Reproduce
Build grill on horizontal mechanical airlock. Spawn in some raw eggs, bristle berries. Queue infinite omelettes and bristle berries. Open airlock. Close airlock. Grill does not correctly queue a item to be fabricated. QED.

I've also experienced this issue. The same problem happens if the building loses power and has power restored.
