Sometimes priority menu for construction menu won't appear at first. Workaround is to choose element again from construction menu.
Steps to Reproduce
1. Choose 'Base' from construction menu 2. Choose 'Ladder' from Base construction menu 3. Look for priority menu (sometimes there is none)
