Priority 9 doors that need to be switched being walked through for multiple cycles and not being changed

As the title says i changed a door to open to make working in the area smoother, went to close it so i could run water down to my storage without it going through the door and I got to sit there for 3 or more cycles waiting for it to be changed all while my dupes are going through the door sweeping digging and harvesting a few plants and none take the second to stop and change it on their way
I was getting frustrated so i turned all sub priorities to 1 and left the door on 9
full cycle no change
red alert
door still stuck open.....

deconstructed the door and build a new one because it "spawns" on auto.
ive had this issue for multiple updates.
and yes  i made sure that people had the job under priorities, i turned everything down to default and turned up people with high operate skills, no change

i also got another bug where the water was "surface tensioning" to the roof if a flashing pattern as the water equalized down a stepped surface
you can see the steps above my door. it would "flash" the water that sticks to the roof while the water level was equalizing down the steps (let me know if i should make a separate bug ticket for this)

Steps to Reproduce
explained it well in the description, built a door, set it to open, use it a while, set it to auto, wont change, set it to 9, wont change, try almost everything, no change, then i just worked around it This has happened on more that one occasion, usually requiring me to do this same fix, or just frustrating me to the point i don't come back to the game till the next update

Change settings need "toggle", not operate. Try again with max toggle

It should still not sit there for 2 or 3 cycles on 9 priority with people on medium and default priority for toggle (i only turned it up when i got upset. i turned everyone to default and the operate skill to highest for everyone) this doesnt mean the door should not be addressed when the SUB-PRIORITY of EVERYTHING in my base is 1 and nothing is queued for building digging and what-not and the ONLY thing on 9 priority is THAT DOOR while everyone has default priorities.

thanks for trying to help, but everyone in my base being on default toggle is NOT the issue here they should STILL get the job within a cycle of everything being priority 1 and the door being priority 9 (this is both with everyone set to default and my normal job priorities giving people with higher skills the higher priorities in those jobs, i am sure i have someone over set to one arrow for the toggle skill and again even if it is set to default it should be addressed when everything else is set to sub-priority 1 EXCEPT for that door
it shouldn't be walked through 20 or more times while i wait for them to take one second to "toggle a switch"
