Power shutoff won't shut off

This power shutoff is given a red automation signal and says it is disabled by automation, but it is active and won't break the circuit.  I tried deconstructing it and rebuilding it and it does the same thing, despite the other 720191125182243_1.thumb.jpg.231a947297a63db0878fa36627f9f153.jpg in the area working fine.

So I had tried reloading the game first, then tore down and rebuilt the shutoff, then when it still didn't work, I saved and quit and filed the bug report.  Now of course when I load the game back up, the thing pops open like it was supposed to.  Weird.
