Possible Bathroom / Medbay Bug

Duplicates will not use restroom if toilets if the room is label MEDBAY via Overlay... is this intentional?

Steps to Reproduce
Create Medbay, add Lavatory and then watch the pee rain on your colony :P
Go to bugs

A toilet in a medbay belongs to the medbay and can only be used by a dupe that is assigned to one of the medical beds there. (This is also true of a mess table.)

Toilets not built in a medbay can be assigned to "the public" so anyone can use them, or a specific dupe.
