You have a NVIDIA GeForce 9600M GT which does not have DirectX 11, you need DirectX 11 hardware support to play the game.

But dosen't my dxdiag say otherwise? This is confusing.

dxdiag says what directx you have in software, you still need the hardware for it. 

For NVIDIA that means at least a GT/GTX 400 series card which is a 7 year old series.

But for a budget system you would want to get a desktop so you get more performance per dollar.

At the moment I'm saving for a decent desktop to build myself for around $800 with fairly good specs and hardware that would run quite a few games at decent fps.
