petroleum vent not going over-pressure

Petroleum coming from an oil refinery and exiting a liquid vent doesn't seem to ever go over-pressure.  Screenshot of the situation attached, please let me know if I'm just doing something dumb or need to add additional details. Crew.sav

Steps to Reproduce
Pump petroleum into a pool with a liquid vent; it won't go over-pressure after covering the vent.
Go to bugs

Petroleum only goes to 750kg/tile and then starts to fill in the tile above.  You'd need a pretty deep tank to get to 1000kg in that tile.
