my people refuse to fill up coal generators even if idle and have a lot of coal, the coal generators says insufficient resources coal.

"Fuel request threshold" is the how full the batteries are, even though it says "fuel". It works correctly if you connect coal generators to a smart battery configured to 60-90 threshold (or anything other than 0-100) and 100% threshold for the coal generator's threshold. You can see if it work when there is an errand for the coal generator to be filled
