Pacu check the amount of water tiles to determid if they are overcrowded but for cramped they check the room size. This makes no sense. They should use either the water tiles or room size for both calculations.
Steps to Reproduce
Make a small pool of water (8 tiles) in a large room (96 tiles). Now put 2 pacu inside and 1 egg. Pacu will show overcrowded but not cramped. Keep adding eggs until they get cramped, way above the amount the pool overcrowds at.
