I believe Pacu are supposed to reproduce at 7% per cycle, even if overcrowded and glum. 7% per cycle means at least 1 egg by age 15 or 20, something like that. In the screenshot, the elderly Pacu is age 25 and only at 39% reproduction. None of those Pacu in that tank are reproducing, they all seem stuck at 36% reproduction (or something close to that).
