[OU-232512] Pathfinding error - longer underwater path cuts shorter

Leira couldn't find a way out of the room but moving her slightly to the left solves the problem. The pathfinding algorithm apparently scans the longer underwater path first and then considers the shorter one already scanned and does not extend it.

Load attached save, check navigation of the duplicant.

Yep. It's only considering normal path cost for being a better path, not the underwater cost.
So it's using the underwater cost for going through the water instead of down the ladder.

The path has 8 tiles underwater after dropping down that ledge and that's as far as it'll go.
If moved to the left the normal path cost is now better going down ladder so it uses the underwater cost for that route.
