Orbital Cargo Module drops only 2x200kg in place of 3x200kg

Every time I send 600kg of same materials it only drops 2 pods in place of 3 pods of 200kg

Steps to Reproduce

send 600kg of same ores or something else to other planet and see that it only drops 400kg total (2 bullets)

Yes I did multiple times

Only thing where I can think of is now is that it was behind that crashed rocked ship.
