ONI Workshop mods never download — "Get details for item … failed: Timeout" (legacy workshop only; modern Workshop works fine on same PC)

Update with new evidence (tested 2026-06-10), and @EricKlei — could this be escalated to Valve like the November 2025 incident (r50859 / r50864)? Note this is a DIFFERENT regression than November: the error is "Timeout", not k_EResultAccessDenied, so please don't close it as a duplicate of the old one.

New facts, all on the same PC and same network:

1. The Steam client still fails on every legacy workshop item, each timing out after exactly ~20s:

2. It is not ONI-specific: AppID 241100 (Steam Controller Configs, also legacy UGC) fails identically. Modern SteamPipe workshop is fine — a CS2 (AppID 730) item downloads instantly on the same client.

3. The legacy UGC backend itself IS reachable from this machine. All of the following succeed on the same PC/network:
- ISteamRemoteStorage/GetPublishedFileDetails Web API: returns file_url instantly for the same items
- anonymous SteamCMD: +workshop_download_item 457140 3739024899 — downloads successfully
- anonymous DepotDownloader: -app 457140 -pubfile 3739024899 — downloads successfully

So the CM-protocol legacy UGC path works; only the desktop client's workshop "Get details" job path times out.

4. Timing: this started around the Steam Workshop upgrade rollout (late May 2026).

This looks like the same class of server-side regression that Valve silently fixed within ~2 days in Nov 2025 once escalated. Full logs available on request.
