Memory leak in ReactionMonitor

The ReactionMonitor class adds last reaction timestamps to a Dictionary, but never removes them. The dictionary thus slowly grows without bound, potentially causing out of memory on very large colonies if played for a long time.


Steps to Reproduce
  1. Load a colony with a huge number of reactables (sinks, ore scrubbers, checkpoints, and so forth)
  2. Trigger reactables many times
  3. Notice that memory usage is higher and will not go back down over time
