Liquid Rocket Port Unloader Creates infinite liquid

Liquid is not being removed from the rocket storage tank while it is unloading into the pipes through the rocket port unloader.  I had 9 ton tank of water in my rocket being used to fill 4 liquid storage containers (20 tons).  The 20 tons are now completely filled and there is still liquid in the in the rocket tank,

 

See attacked save file.  You can hover over the tank and see water is not being removed even though it continues flowing through the pipes.

The issue seems to resolve itelf when I reloaded the save game file.  Not sure how to reproduce, but it definitely happened.

Here's an older autosave file with the problem on in.  Load this save.  It works fine for a while, then when the rocket's tank gets down to 600kg, it starts creating infine water.

One more observation:  If set the filters on the Liquid Rocket Port Unloader to not accept anything, it fixes the problem.
