Liquid Reservoirs send their automation signals 20kg too early. I'm assuming there may be some sort of rounding issue with some percentages but I've done some focused testing, details below.
My tests set the automation logic to:
RED = 100%
GREEN = 0%
I proceed to completely fill and then completely empty the reservoir. Results shown in the screen shots below.

Clearly there is still 20kg left in the pipes as one block is entering the reservoir and triggering a "RED" signal. Take note of the volume count in the reservoir widget and the automation settings.

Still 20kg left inside the reservoir as it triggers a "GREEN" signal.
- Place 2 Liquid Reservoirs.
- Disable BOTH reservoirs so no liquid will come through the output.
- Fill Liquid Reservoir #1 with a pump and once full, delete the pipe connected to its input port.
- Connect Liquid Reservoir #1 with Liquid Reservoir #2 to their output and input ports respectively.
- Connect a Liquid Vent through pipes to Liquid Reservoir #2's output port.
- Run a line of Automation Wire connected to Liquid Reservoir #2's automation output port.
- Enable Liquid Reservoir #1 so liquid can flow to Liquid Reservoir #2.
- As it nears full volume, watch for when the Automation Wire changes state and pause to observe results.
- Now enable Liquid Reservoir #2 so liquid can flow out of the Liquid Vent.
- As it nears empty, watch for when the Automation Wire changes state and pause to observe results.
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
