Liquid Fuel Tank Priority Not Used

As seen in the below screenshot, the Liquid Fuel Tank is set to a priority of 9; however, the effective priority is still only 5. In other words, changing the priority on the Liquid Fuel Tank has no affect on the Total Priority.

Solid Oxidizer Tank works as expected.

Steps to Reproduce
Build a liquid fuel tank and adjust the priority.
Go to bugs

I also hit this recently - i.e. it still seems to be present in the latest version of the game. Interestingly when I started the game the next day and loaded the saved game, the priority was treated correctly and the dupe immediately went to do the emtying.
