liquid CO2 at high temperature

For some reason my dupes exhale while using a hydrofan becomes liquid for a short while even at high temperatures.  The gas around them and the buildings are around 20C.  Attached is my save file that has liquid CO2 at 20C, and the dupes continue to create more sometimes, the CO2 becomes a gas eventually
