Interplanetary Launcher: contradictory and impractical logic

Parameter description says "minimum mass", tooltip says "maximum amount". And really launcher sends exactly the parameter amount of kg. Which makes no sense: throw a bunch of packages, waste a lot of radbolts and still some goods are left unsent since it must be exactly specified amount. I think it should be really "minimum mass" as stated: once there's enough goods, all of them are sent in one package.
Also it shows it has 50 radbolts out of required 50, but still can't send, rounding error.
Reproducible without mods, save file is also without mods.
