Instant, Reliable crash on "Start new game"

When I click "New Game", the game crashes. There is a brief flash of red text in the bottom left, and the crash reporter appears.

 

Unusually, the game also alerts me to being 'below minimum spec' when I'm nowhere near. I have an i5 2500k, 16GB ram, a GTX 970. One possible factor is that I have two monitors, one 4k and one 1080p. The game launches on the 4k monitor, and I did try turning down the resolution.

 

Interesting lines from the log:

File [C:\Users\ripdog\Documents\Klei/OxygenNotIncluded\WorldGenSimSave.dat] not found

DllNotFoundException: F:/Games/SteamLibrary/steamapps/common/OxygenNotIncluded/OxygenNotIncluded_Data/Plugins/SimDLL.dll

Failed to load 'F:/Games/SteamLibrary/steamapps/common/OxygenNotIncluded/OxygenNotIncluded_Data/Plugins/SimDLL.dll' with error '%1 is not a valid Win32 application.

 

I attached SimDLL.dll so you can check it. Steam verified the game files fine.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.

I actually already tried that, after seeing the recommendation on other bugs. As I'm on win10, it refuses to install due to already existing.

Permanent crash on "Start new game".

Hello!

The game "Oxygen Not Included" was installed via steam.

System Settings:

Win7 64bit / Core i3 / 8GB RAM / GeForce gtx 670

Every time when i try to start new game, I get this message:

"Your computer does not have VC++ 2015 64 bit runtime installed."

But, Visual C ++ (32 and 64 bit version) already installed.

Reinstallation - does not help.
Restarting the PC - does not help.
Running the game from admin account - does not help.

I have the following logs:

Log in application.
