Infinite Scroll When Panning and Esc Pressed

Infinite scrolling occurs that can only be fixed by returning to the main menu.
If the ESC key (menu) is pressed during panning (W,A,S,D), it will result in infinite scrolling.

Steps to Reproduce
1) Begin any game and start to play 2) Hold W, A, S or D keys to pan the map 3) While holding one of the panning keys, press ESC key 4) Press ESC key again to exit menu and observe infinite scrolling

Same thing happens when Alt+Tab-ing whilst pressing W A S or D and then Alt+Tab-ing back while no longer pressing the aforementioned panning keys (WASD).

Also seeing similar behavior when entering/exiting the research screen.
Panning and then hitting the research hotkey causes infinite scroll when you exit the research screen.
