My researcher/pilot went to pilot her rocket when to my surprise my digger/hauler began to fabricate Data Banks.
It appears the Orbital Data Collection Lab's errand type is Operating vs maybe Researching or some type of analyzing task.

Have an unskilled dup near ODC Lab with queued recipes.
