Bluff Briar on the right has never been wilted before. Its decor value is +26 decor value (radius 5 tiles).
Bluff Briar on the left has recovered from wilted state. Its decor value is reduced to +15 decor value (radius 2 tiles).
I am not sure whether this phenomenon is intended or not.
Steps to Reproduce
Use sandbox mode. > spawn a Bluff Briar, let it wilting, then change its environment to let it growing. > spawn a brand new Bluff Briar > compare decor value.
