The planned drywall still counts as the requirement for luxury barracks and doesn't need to be fully built.

Create a room satisfying luxury barracks requirements. Fill room with drywall but not actually build it.
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
