Illogical and/or impossible room requirements

The bedroom has an illogical room requirement

Comfy bed (8 tiles)
4 tiles high room
12 tiles minimum

That makes for some very odd looking rooms like below. Why not just 16 tiles minimum?

Medbay have an impossible minimum size requirement.

Minimum size 12 tiles

However, Medical building (6 tiles) + toilet of either type (6 tiles) and mess table (1 tile.. 2 if it needs to be functional) means the actual minimum possible room size is 13 (or really 14) tiles. So why not just 16 tiles minimum?
