Hydroponics cannot be constructed as floor tiles

When I try to build hydroponics without placing them on top of other tiles, the construction will proceed normally but afterwards they should have been finished they will not work and be in a perpetual state of "Construction Pending".

Steps to Reproduce
Attempt to build hydroponics free-standing without floor tiles beneath.
Go to bugs

Sure it works as a floor. No idea why they don't build it based on provided info.

The picture is showing them in the upside down configuration, though; maybe that has something to do with it?

You have to build them upside down for PP, it is a hanging plant. I scrapped the BB farm for now to post a screen, but they worked perfectly well there either.
