Hydroponic farm bugs pre-existing pipes

I accidentally built a hydroponic farm over a liquid pipe which blocked the water from getting to the lavatories.  When I deconstructed the hydroponic farm the water in the pipe wouldn't move.  Lavatories said "empty pipe."  I had to deconstruct pipe and re-build.
