Hot tub's water cooling and buildings heat generation remains active even if duplicants aren't using it.
(The tub's contents of hot water and its environment aren't exchanging heat, rather the effects of the building remain active with the exception of bleach stone and power aren't consumed during this time unless a duplicant is actively using it)
Steps to Reproduce
Place the hot tub in a vacuum, fill it with hot water (bleach stone isn't necessary to see this effect).
Then watch the contents of hot water very slowly cool down and the hot tub itself continually heat up until the hot tub's body temperature goes over the contents waters temperature
