Heavi Conductive Wire not higher rated than normal Heaviwire

Heavi Conductive Wire should either have twice the rated voltage of normal Heaviwire, or take half the mass per cell, to be consistent with normal wire vs. conductive wire.  Currently it has the same rated voltage and the same mass per cell as normal Heaviwire, which is inconsistent and appears to be a possible oversight.

Also, conductive normal wire has the same decor debuff as heaviwire and conductive heaviwire, which again is inconsistent and appears to be a possible oversight, as it would make sense for it to have the same decor debuff as normal wire.
