After you select a skill upgrade for your duplicant you aren't able to select a hat in the same window. You have to close the employment tab and open it again to select a hat.

Select a skill then select the hat

Somewhat yes, but afaik you can choose the skill and the hat in one go by clicking the hat icon next to the dupe, instead of the big one at the top (that one has the behaviour you describe).

That the two menus don't act the same is definitely the bug
