Hanging pots won't reassess if they can be built if you had planned to build them before building the block they will be attached to. You have to unfortunately cancel the build order and reorder to build the hanging pot.
Steps to Reproduce
Order your dupes to build a hanging plot and block its supposed to be attached to, and see that the hanging pot won't reassess that it has a valid location to be built.
