(Graphical Bug) Buildings don't turn off when the action is canceled by certain things.

The building doesn't seem to use power when playing themselves.

Steps to Reproduce
Actions that can cause it to happen are, setting the priority to none, emptying the storage and so on. Using the move to command does not cause the bug to happen.
