Gophers not taking breaks

Almost every game when I have a gopher, their stress goes through the roof. And no matter how high of a priority I give massage tables, they never take a break to use it. But when I switch them to a new job, they seem to be fine

Make a dup a gopher and wait
Go to bugs

Had similar issue but affected several worker types. The higher stressed guy at 69% kept getting on and off the table dropped stress down a few pts but wouldnt stay.  I set the table at 5+ (no other priority that high) no one interested to use the table or Occasional interest but they just get off again.
